We run consultations on how England’s seas are managed, used and protected. This includes marine licensing for offshore activity and coastal development (such as renewable energy, ports, dredging and cables), fisheries management (including rules that support sustainable fishing), and marine conservation (like protected areas and habitat measures).
We also consult on marine plans and guidance that help balance the needs of communities, industry and the environment, so decisions are evidence-led and support healthy seas.

Lyme Bay Potential Management Measures for Sole Fishery
We concluded that additional management measures are needed in Lyme Bay to better protect the sole fishery.
We’ll introduce a new licence condition to improve passive gear visibility, publish an anonymous lost-and-found gear reporting form, and reduce the sole catch limit to 200kg for non-sector vessels dredging in ICES area 7e.
We’ll also work with Producer Organisations to cut sole bycatch, support further research on landing sizes/gear options, and host an industry meeting to explore seasonal area separation for different fishing methods.
East Marine Plan Statement of Public Participation
Stakeholders agreed the Draft Statement of Public Participation met their needs, so no changes were needed to the document itself.
Minor updates were made to the related GOV.UK webpages to reflect feedback. The Secretary of State has now approved publication of the East Marine Plan Statement of Public Participation.
MMO management of fishing activity impacts in marine protected areas - Stage 2
We consulted (17 January–28 March 2023) on the impacts of bottom towed fishing gear on rock and reef features across 14 MPAs, asking for evidence on feature sensitivity, fishing activity, and the likely effects of proposed measures.
We received 69 responses and published a Stage 2 Decision Document summarising feedback and next steps. After reviewing the evidence, we finalised the Stage 2 byelaw and de minimis assessment, submitted them for confirmation, and the byelaw was confirmed on 1 February 2024.
